Teen Hackers Linked to ‘Scattered Spider’ Accused of £39 Million TfL Cyber Attack Appear in Court

Two teenagers have appeared in court accused of offences linked to last year’s cyber attack on Transport for London.

Thalha Jubair, 19, from east London, and Owen Flowers, 18, from Walsall, are charged with conspiring to commit unauthorised acts under the Computer Misuse Act. The pair appeared at Southwark Crown Court on Friday and spoke only to confirm their names. Judge Tony Baumgartner set a further hearing for 21 November and a trial for 8 June 2026.

The attack, which began on 31 August last year, disrupted TfL services for three months, affecting live Tube information, online journey histories, and Oyster app payments. The National Crime Agency believes members of the group known as Scattered Spider carried out the hack. The National Crime Agency and City of London Police arrested the teenagers on 16 September and charged them two days later.

TfL estimates the incident cost £39 million in damage and disruption. After the breach, around 5,000 customers were notified that their personal information, including bank account numbers, email addresses, and home addresses, may have been accessed without authorisation.
